Senior Civil Estimator

General Description

Reporting to the General Manager, the Senior Civil Estimator at BEL Contracting, part of NorLand Limited, you will work closely with the Business Operations personnel, Estimators, Project Managers and Accounting personnel in producing estimates for and managing through the construction phase of a variety of challenging projects. Your involvement will depend entirely on the size and scope of the project.

Key Accountabilities

  • Maintain ongoing communication with client, adjusting as necessary to comply with needs within contractual obligations, or adjust project deliverables to meet client and BEL Contracting needs
  • Prepare and submit budget estimates and progress & cost tracking reports
  • Perform Risk and Contract Management responsibilities as required
  • Provide ongoing mentoring to junior estimators to promote employee development
  • Act as a liason to clients, subcontractors and vendors
  • The ability to work alone or with an estimate team to prepare bids, select vendors and/or subcontractors and establish a cost-effective solution for project bids is essential.

DUTIES & RESPONSIBILITIES

  • Proactively source projects to bid, and participate in bid reviews with other estimators
  • Manage an estimating team on major projects, preparing and coordinating RFPs and cost estimates for technically diverse and challenging projects
  • Review project specifications and drawings while attending pre-bid meetings to determine the scope of the work required for the estimate
  • Maintain ongoing communication with client, adjusting as necessary to comply with client needs within contractual obligations, or adjust project deliverables to meet client and BEL Contracting needs
  • Prepare and submit budget estimates and progress & cost tracking reports
  • Perform Risk and Contract Management responsibilities as required
  • Helps promote a work environment where the safety and health of all employees, subcontractors, and individuals on Norland sites is paramount.

Qualifications

  • Diploma or Bachelor’s degree in civil engineering, quantity surveying or construction management is preferred
  • Minimum of 7 years estimating and cost control related experience in heavy construction
  • Well versed in contractual agreements and risk assessment
  • Technical knowledge and experience bidding unit price & design-build and PPP projects is an asset
  • Thorough knowledge (ideally hands-on application) in the construction of utility civil work, earthwork, surface roadwork, paving, and structures, on large high-profile and complex heavy civil projects
  • Strong knowledge of Bluebeam, AutoCAD, Hard Dollar, B2W are strongly desired.

Working Conditions

  • Office environment, working to deadlines, some high stress situations (e.g. meeting deadlines).

Physical Requirements

  • May be required to work outside of normal work hours on occasion to meet the needs of the business.
  • On call for emergencies as needed.
